Well, the Bleach captains are like the KoR. Apart from Yama-ji, the rest of the ranks do not indicate their strengths.

If the KoR have power levels based on ranks then those above suzaku would be godly since he is at rank 7. <_<

If their numbers/ranks were based on power levels, then Suzaku would probably have had a higher spot than he does now, all things considered.

That doesn't really mean much though.

Say there was one generation were the top 20 was the equivalent of KO1. Every other countries power levels(skills of their pilots) remain the same. Then KOR level is meaningful.

Then there could be a barren generation were no one is any better than Guilford. Every other countries power levels(skills of pilots) remain the same. Then KOR is pointless. They'd be the whipping boys of the world, even if they were the best in Britannia.

The status quo won't always be the status quo. Now that Knightmares are becoming common in other countries it wouldn't be suprising to see pilots of equal or greater ability than the KOR emerging. If you take the ones who are eligible to pilot Knightmares in Britannia versus the rest of the world, the rest of the world has a much bigger pool of resources and population to draw from. 99.9999% of them may not make the cut like in Britannia but that 0.0001% would produce a larger number of KOR pilots.
