I'm pretty sure Shigurui has some seriously gruesome torture scenes, and there is some similar stuff in Technolyze from the same director.

There was quite a bit of them in Mahou Shoujo Lyrical Nanoha, although it might not be what you are looking for.

Baccano has some creative scenes. I think Black Lagoon had a couple of scenes, although they might have only showed the end results and not the torture in action.

Michiko to Hatchin also had some good latin american, gangster torture scenes as well. Satoshi and Shinsuke are pretty evil bastards. One being ruthless and badass while the other was just twistedly disturbed.

Seconding Cossette no Shouzou, Mnemosyne. You may like Narutaru: Mukuro Naru Hoshi Tama Taru Ko, Elfen Lied and Umineko no Naku Koro ni. Torture genre is harder to find in animes but you will easily find quite a few visual novel having torture.

The Kara no Kyoukai movies fit this bill. Seconded Mnemosyne and Elfen Lied

Are there any in Umineko yet? There definitely were in Higurashi.

Umineko is somewhat different. I haven't seen anything like that particular scene from Higurashi yet, but then again I've only seen the first four episodes.

Oh no, they showed both sides of the coin in regards to that. Especially when it came to Rail Tracer's segments in the show.

There are a few scenes of torture in Monster, but they're not especially gory. Like most everything else in Monster, the emphasis is on the psychology of evil more than on its expression.

I'm going to have to go with Elfen Lied, I haven't seen the whole series, but from what I have seen, it does seem to fit your requirements ^^

Although Baccano! is very funny and much more lighthearted in tone in comparison to some of the other recs here. It does have some seriously brutal and gory torture/murder scenes. The most memorable to me being the ones involving the Rail Tracer.
