Yes it seems that what anime tried to imply. Doesn't make sense though, since there is no sound noise which can do much distortion into a blast wave or even a strong wind. Unless we assume that that sound noise confuses Accelerator though he can't calculate correctly anymore.

With all that said there was still one option available for Accelerator (and will be if he encounters him again) and that was to throw objects like cars or building parts on him! Accelerator is just too proud of himself and doesn't think about such strategies.

The way kihara sopped him is like how the mikOto sisters stopped him

Butterfly effect, that doesn't have to knock out the blast- just introduce enough 'chaos' into the calculation to mess things up.

It's not. The made use of strong winds produced using generators.

The physical effect "Chaos" is not about simply distortion.

Chaos is what occur in many of nonlinear physical systems with certain conditions. If you alter the initial conditions of such a system by a small bit, this little distortion grows in time exponentially (in contrast with linear systems where the distortion only varies near linearly or dissipative systems where the distortion decays over time). The growth rate is called the "Lyapunov's exponent".

The time in which that little small distortion can have significant effects is about the inverse of Lyapunov's exponent which for air which is a chaotic system is about a few days or so not just some seconds! So the butterfly effect cannot explain this.

That's because the scale of wind control during that time was much more massive.

Iyyaa~ When I said chaos, I'm really not think that far ahead Basically it's just enough to mess with the values of Accelerator's calculations.

Kihara seems to be faster than him, as shown in the 'slow-mo' scene

If it's confusing him, then it's acceptable.

Well, even this time a whistle is not enough!

Again, "If it's confusing him, then it's acceptable". If not, then still not!

He could've flied above him! Well, Kihara again could've jammed his columns of winds to prevent him flying! (I'm still wondering how! )

Question, why do people faint after taking a glimpse or seeing Vento?
And why some of them don't, like touma, kihara, or the hound dogs?

It's probably going to explained in the next episode but

Spoiler for Vento's spell:

The Hound Dogs do faint, you see later they all collapsed with not a scratch on their bodies.

Never thought about that before.

I guess useless (at least in the way that Aleister, Kihara, etc. think) level zeros will be thrown out. They should keep the Espers for now, at least for Kazakiri to be useful.

I don't know much about Fuse Kazakiri but maybe,

Spoiler for Fuse Kazakiri:

They're conserving their budget for the pivotal episodes. I really wish that they would make it consistent like Index S1 was.
