Everyone finds different things funny so these may not be for you...

Personally I found Toaru Majutsu no Index to have quite a few funny moments (even some were repeated several times over) and there wasn't any tragedy in it at all that I remember.

I also liked Angel Beats and found some funny things in it, but towards the end it takes a 180 and goes super serious and the ending... well it isn't a tragic ending, but it isn't all happy and funny either.

Some other ones I can think of that I found funny were Hayate no Gotoku (aka Hayate the Combat Butler) and He Is My Master.

There is a lot of ecchi in it, but To Love-Ru was pretty funny to me. It sort of follows a slice of life thing, but the events that happen are just so outlandish and out there that it becomes funny.

In my opinion to fully get Lucky Star you need to have Haruhi (The Melancholy of Suzumiya Haruhi), as from what I remember a lot of the jokes/rips in Lucky Star were based off Haruhi since the same voice actor did Kona and Haruhi.

Haruhi is definitely a good series though so I would recommend it no matter what you may be looking for. It does happen to have enough funny moments and things that it is pretty easy to recommend as something you're looking for too. It sort of falls into the To Love-Ru style of storytelling, but not as much ecchi.

Nodame Cantabile - although it's central theme is music it is pretty funny.

Check out Fairy Tale when you get a chance. Definately a funny as hell and a good action anime/manga too

On a scale of comedy, Gintama or best comedy around being a 10 and something that is just lame a 1, I'd give it a 7.

Check out Cromartie High School, it's all comedy, but anyway just watch and you will understand what i mean

Baka to Test to Shoukanjuu Silly school comedy.
Seitokai Yakuindomo Hilarious Innuendo's etc.
Working!! Light hearted comedy.
nichijou Hilariously bizarre and currently airing (my fav atm).
Azumanga Daioh Another older series that hilariously bizarre.

Gintama and Seto no Hanayome are still my favourites concerning hilarious anime, so I definitely recommend them too.
