I know it's a complicated thing, but those numbers in electoral votes are based on each state's population. In California, there are nearly 38 million people (way more than NY and Texas), hence why they hold so many electoral votes.

The Electoral College is based on the number of representatives and senators a state has in Congress, which is based on the state's population plus two senators.
California has the largest population in the country and makes up 10% of the population of the United States by itself. Thus 53 seats in the House and two Senators.

I think "cliff" evokes an image that grossly overstates the issue, and I wouldn't be surprised at all if the only thing that happens is that tax cuts are extended with automatic cuts put on hold, while Congress continues to punt the issue into the future.

The main issue with the electoral system is that whoever wins in that state gets ALL of its electoral votes, despite the fact that nearly half of the population may have voted differently, which basically makes those peoples' votes not count beyond their own state.

The Electoral College is also there because the governement (the elites in the late 1700s) did not trust the ramble citizens to make wise choices. In those days several state legislators picked the electoral voters...not the population of the state.
