Maybe because he's the main character of the first volume? He's also the first character to appear IIRC.
Also, I suppose there's only characters from the Dengeki LN which sold the most here, as I can't seem to spot Saki from Tsukumodou for example, even though it's a dengeki bunko title as well (and no Tokiya either). With her white hair and black dress she should have been pretty easy to spot as well as a nice addition, oh well. BTW, who's the girl on the right of Dokuro chan and the girl with white hair above everyone else on the right part? And while I'm at it, the white haired girl on the left of Fenesis and the girl holding a round thing to the right of Boogiepop as well?

I'll start reading Horizon in around a month. I knew I saw that character design somewhere before... I tough that girl had something of a wolf like Holo, I guess that was correct :> I looked at the shinigami no ballad manga but have no memory of having read it. i guess I mistook that girl with another character then.

Oh, you're right, they were here. There's even one from fuyukawa motoi, who was the illustrator from the railgun SS, so even Misaka has her picture in there.
In some case the authors of the LN (and not just the illustrators) also have a pretty well drawn picture. I wonder if the authors really drawn them? In which case, some of them are also pretty good at drawing :O
