Well, by the characters its

"True Center Spirit Technique Temple"

As to what that REALLY means? No idea, maybe since it has that number 3 next to it, it is explained somewhere in the book.

It means the Shinigami training centre, most likely. I think it's usually translated as "Central Spirit Technique Institute", which is fairly similar to the literal translation for that text.

I was more interested in the manga info than anime
but I have seen people posting some scans of it on LJ's SS community

I wonder if Viz will release it in English. I think they recently released a similiar Rurouni Kenshin book, so it's possible.

well, seeing as Ruroni Kenshin is a liscensed series, I doubt Bleach's books will come out here until if/when it is liscensed.

Bleach manga is licensed in the US by Viz, same company that licensed Rurouni Kenshin manga, which is why I drew the connection.
