I don't think so. You don't necessarily have to change your appearance while using Parade. Also, Shippou's hair isn't that long and is more curly than the guy in the picture. It's definitely Minoru.

Minoru goes to Second High, but we don't know the color of their uniform. It could possibly be white. If the picture showed the emblem on the arm then we would have our answer.

Minoru is from Second High. And he's mentioned in the summary. All of the names in the summary are people whom we already know.

Minoru is actually a first year student in second high, along with his half sister which is a well known alumni of the school.

Nice find, it's Minoru then. The mystery is with his hair, looking at the illustrations of vol 14, he seems blond-haired. And TrueAlchemist had said that his appearance was the same, meaning that it was Kana playing with colors or he is really using Parade on the cover to change his appearance.
