is basically do all dirty work he couldn't do as satou persona. he establish echigoya company which move in selling things like vitality drug, hair growth drug, magic blade, etc... also serve as kuro agent for doing things like investigation, surveillance, etc... needless to say his harem more than happy to comply his order

during the date of said "mission", kuro... suprised when seeing his "employee" all wearing nightgown or sleepwear... it appears they misunderstand his order that they think an orgy is the special mission(none of employees mind, they have quite expectation toward it in fact) for a moment kuro think it might be not so bad to keep misunderstanding as it is, and proceed with orgy, but being good guy he is(thinking boss sexually abusing its employees is worst thing to do) he soon clear the misunderstanding and proceed with real special mission; power leveling his harem

shihainin(literally person in charge): one of former dungeon explorer kuro rescue during his "bandit extermination" also daughter of certain noble
tifaliza: slave that kuro bought for her "naming" skill(so he can produce aliases for several undercover), a flat chested cool beauty.
nell: slave that kuro bought for her "seikatsu(daily life necessities) magic".
only shihainin and tifaliza that appears frequently, nell rarely on screen. the 2 practically worship kuro.

shihainin is one of many people who's parent try to "get" satou by try engaging their daughter to him. since shihainin practically love and worship kuro, she not amused by this. adding the fact that "fake" satou that appear soon after(kuro is right beside her that moment) and keep insulting kuro make her even more displeased about this(she even beat up "fake" satou once she knew he is fake for insulting kuro). now imagine what her reaction would be once she found out kuro=satou...

The way you two worded it sounds as if Satou's harem was a "normal harem", while Kuro's harem sounds like they either love "bad boys" or they are actually all M.

shihainin is one of many bride candidate of satou, offered by those nobles who want to get satou as their own
fake satou want to seal the deal with shihainin, to get the assets of echigoya company(which is enormous sum, even by noble standard) once he found out(obviously, kuro(aka real satou) is right beside shihainin at the moment, so he gift fake satou a yakuza front kick once fake satou become annoying enough), shihainin proceed to beat fake satou until stopped by kuro, and considering fake satou skilled enough to pass as phantom thief, kuro forcefed fake satou with sleep potion, then sent fake satou to jail(so she can't escape by impersonating someone else meanwhile)
fake satou is simple mob char phantom thief, lured by greed of riches echigoya company have. the fake satou is "she", by the way

correction... fake Satou is the female thief Satou met when he first reached the capital, when their carriage was attacked just after Liza's fight against the 1st sword. Her objective was the Gift Orbs stored inside Echigoya's vault which were under their safekeeping after the Jashin's fragments summoning incident
