I think the better question is what does Biba intend the Kotesujyou for?

Must be for the civilians inside to turn them into Kabanes (and probably to create another Black Smoke since there was a Black Smoke's heart present in Biba's secret lair) , or maybe Ayame's family is connected to Biba's plot.

Perhaps it's to turn the whole train into another battle train like his, with a Black Smoke heart as the power source. Or perhaps it's just using the blood of the civilians as the fuel for his train.

Biba seems pretty serious about getting the Master key to the train, I guess once he has that he can kill off anyone that opposes him while maintaining control over both trains, unless he plans to use theirs to ram through the gate at the Shogunate town as part of his revenge plot

I am pretty sure Kongokaku金剛郭 is not Shogan's "capital city", even it is under Shogan's direct control. Ayame and her bushi mentioned that they are seeking shelter in Kongokaku. Kongokaku is ruled Ayame's uncle, so he's willing to shelter her. Ayame's House and shogan's House may have some relation through allegiance or marriage.

Kogokaku is described as yogai要害. It can be translated as person's vital point to cause death. It can also be translated as strategic fortress. It's an important place to shogan. It can be a buffer zone or a fortress on logistic route. Instead gathering large amount of warships, airplanes, pokemon, etc., bakufu uses Kongokaku as kabane's research center. The online terminology says this place has the most advanced kabane research.

... Or it could symbolize the moment she stops trusting Biba and sheds her old self to lead a new life with the group from the Kotetsuyo.

The hair color is wrong for it to be Mumei unless she got a dye job in one of those towns.

The latest episode made a clear difference between the hunters and the warriors. The hunters are far more skilled and much better armed, while the warriors are mostly equip for defense.

I wonder why Biba wants the master key of the ironclad fortress? What does he intend to do with it?

You think the hair color is wrong, but I think the color is Mikimoto Haruhiko's choice of style. So, the coloring is not wrong. Speaking about Newtype cover art, Haruhiko hasn't drawn for Newtype for awhile. Even Haruhkio designed the original characters, his work function is not about coloring animation characters. The studio team makes the color decision and outsources coloring work to other companies.

Yukina and Ayame are getting closely lately. Yukina even accompanies Ayame to a formal meeting.

In the anime,Mumei is a brunette with dark eyes. Not a red head. So if you look at the anime and see that picture, you wouldn't necessarily say "Wow, it's Mumei on the cover."

The previous episode was bad enough to make me think Kabaneri was going in the wrong way, and now episode 9 confirmed that assumption.

Biba is so bad as villain to the point that it can't be taken in a serious way, the story is going full Guilty Crown with the obvious Mumei being betrayed and the loyal servant suffering the same fate. Ikoma is supposed to be the main character and after 9 episodes all what we see is a little bit of screentime just watching him running and screaming, where is the development? where is the good story and direction?

Ayame went back to being useless and the only character that can be something interesting because he stick to his personality is Kurusu. Aside from the good animation and soundtrack, Kabaneri lost all the original elements that make it good, now is way below SnK (doing the comparison because this show is usually compared with that).

In the end if there is a way to describe the actual status of Kabaneri that should be one word: disappointment.
