Anti-magicians movement. I wouldn't call them a force, it's social unrest caused by fear and the feeling of being useless (for the none-magicians).

The Seagusa just wanted a pretty face to sing and dance to create an idol and increase the popularity of magicians that way. Intimidation is the last thing anyone want to use.

The Saegusa are literally asking Tatsuya if he can nuke their asses, I mean why after knowing the guy is overpowered as hell you go to him and try to use the most precious thing in the world for him (Miyuki) to achieve something on your plan.

For some reason it reminds me of this.

I need to read the full text on this part, but with information that is given to us until now I think, Saegusa wants to drag Yotsuba out of the shadow. In this way, Yotsuba can gather unnecessary attentions from the public. It may hinder Yotsuba and their future operations.

And, if they want to a pretty face to sing and dance, they should just offer Mayumi and her twin sisters besides asking Yotsuba to use its heir for the show. It would be more realistic.

In this volume, it states Edward Clark wants to get rid of Tatsuya.
I am wondering how he would pull this off. First, USNA STARS and Angie Sirius failed. So, sending USNA force is not a wise option.
He may start spreading Tatsuya's information on hostile countries such as GAA and New Soviet Union, but in this way, this arc may need more than just two volumes.

The author explained why the series's title is "Mahouka Koukou no Rettousei" at the end of vol.21. "Mahouka Koukou no Rettousei" literary means "The Poor Performing Student of a Magic High School". According to the author, this title was only applied for Enrollment Arc .
Furthermore, the Poor Performing Student of a Magic High School does not specifically talk about Tatsuya.
During Enrollment Arc, it was Mibu Sayaka.
During the Nine school competition Arc, it was Yoshida Mikihiko.
(And, the author was thinking about changing the title after nine school competition Arc.)
During the Yokohama Arc, it was Hirakawa Chiaki.
During the Visitor Arc, it was Lina.(the author describes Lina as having great talent in magic, but her personality was somewhat inferior (poor personality?)).
During the Double Seven Arc, it was Shippo Takuma.
Ultimately, the author wants to compare between key Rettousei for each Arc with Tatsuya who was labeled as Rettousei by the system.
But, the author also mentioned his initial concept (comparing Tatsuya with each key Rettousei from each Arc) broke down since the Steeplechase Arc.

Few interesting information from the author in this volume.

There's no way Tatsuya or the Yotsuba would agree to such a proposal and I can't believe the Saegusa actually thought they would agree to it so I think they wanted Tatsuya to refuse to isolate him and alienate the Yotsuba.

It's just a prologue.

Spoiler for Vol.21 Spoilers (Part after the preview):

After the scene at the USNA, the story moves to Germany.
Germany is also experiencing a massive conflict between pro magician faction and anti magician faction. In this chaos, William McCloud (Britain's SCM) tries to persuade Carla Schmidt (Germany's SCM) to defect to Britain, but Carla refuses the offer.

During the communication, it was mentioned, Britain manages to reduce anti-magician movement by resolving issues before getting bigger. And, Britain also separates citizens who cannot live with magicians and relocate them elsewhere.

After the scene, it moves to New Soviet Union.
Igor Andreivitch Bezobrazzoff visits Leonid Kondrachenko at the Black Sea Base.
Igor visits Leonid because of the riot in the Black Sea Base.
He wants to confirm whether Mental Interference Magic was used to drive solders to start the riot, but Leonid told Igor that it was not done by MI Magic. Both of them initially thought, it may be orchestrated by Dracula, Romanian magician specialized in Assassination and Sabotage. Some people think, he may be a hidden SCM, but it was not confirmed.

In order to reduce tensions in the military, Igor proposes a solution, which is providing opportunity for soldiers to experiences battle. Igor assumes, NSU can catch Japan off-guard because Japan just made peace with GAA.

I cannot add too much detail but I covered most of key points in the part.

daiichi wa no tsuika jouhou

Spoiler for additional spoiler chapter 1:

- Gouki was overexerting his Magic Calculation Area in order to defend his subordinate from mist bomb. He deployed barrier magic in four directions, the (magic) scale of barrier was able to save more than 100 people.

- Tatsuya got report about Ichijou incident and he deduced would be given some tasks in near future. Miyuki shocked and said that it would hinder his guardian duty, but Tatsuya said, his status (somehow) currently wasn't as a guardian anymore after revelation his engagement with Miyuki.

- Yotsuba helped Ichijou clan by sending Tsukuba Yuuka but the direct connection between Tsukuba and Yotsuba wasn't revealed. In this case, Tsukuba family introduced as some colleagues family that leading researcher in Magic Calculation Area.

- Juumonji contacted Mayumi to ask some detailed info regarding the incident about Ichijou clan's head. During that Juumonji deduced whether it was Tuman Bomba but Mayumi dismissed by saying Katsuto just overthinking things.

After reading those spoilers I can't stop thinking that Mayumi knows more than what she says, and is using her lovely face and words to hide that.

I wonder what make Saegusa thinks that the proposal is going to be welcomed. It's more reasonable if he suggests that each TMC families send one their own daughter as a member of magician idol group; so they're all responsible and not just one family.

Well, apple won't fall to far from the tree; like father like son I guess.

If this things keep going, Maya's desires are going to be fulfilled as Tatsuya destroy them all. Maya is truly able to know human and their behavior; she only needed to lift her dainty finger a bit by making Tatsuya as Yotsuba and betrothed him to Miyuki, the rest of the world will make her revenge completed by itself

The 3rd institute is run by the Mitsuya and another Msomething family, but there is a lots of magicians from the military that go train there. Seems like the Chiba do as well.

The author already spoiled that this won't happen. His two other series are set in the same setting over 200 and 400 years later.

Both of them. Dowl Master is 400 years into the future and the new one is 200 years into the future.

Really, oh well too bad but though he won't destroy them, it doesn't mean Tatsuya won't do them damage real bad; 200 years in the future is enough time to rebuild the world back to function again. Or the other option available is that the world bow down to Tatsuya's will which is Maya's another version of revenge to the world too
