The 4 others are probably other SCMs going by the reasons behind the plan.

I don't get why Maximilien and Rozen were named though. Exiling the head of a company is just going to lead to them being replaced and company president are rarely tech guy that can help in crazy space projects unless everyone is an Elon Musk in Mahouka. On top of that Maximilien Devices is basically the USNA army (STARS use them as a cover abroad).

Saying that, this look like a great setup to have a Rozen + Tatsuya alliance to make ESCAPE happen next volume.

Lina is thinking about the roles of magicians in the military, and has another flashback about Tatsuya asking her if she wants to leave STARS

Mayumi and them likely just don't realize the actual purpose of it. It isn't some goodwill project. It is intended to remove Tatsuya from the picture and weaken japan. Tatsuya became aware of it quickly but they do not know that fact nor would they know why unless his status as a SCM were made public. They just think that he is a brilliant engineer being offered a great chance to do good.

It was also described as a dual rather than a fight. Kinda like Tatsuya vs Hattori at the beginning of the series. It was a dual to settle their differences since they couldn't come to an agreement. Its not like they just attacked Tatsuya without provocation.

miyuki drops the bomb, proceeds to say "the yotsuba does not confirm or deny that tatsuya is silver" and then proceeds to threaten them if they decide to pursue the issue.

Katsuto explains that the one who decided that it had to be Tatsuya who joined the dione plan was Edward Clarke. Then Miyuki asks if Katsuto is implying that Tatsuya is Taurus Silver and says that he's a minor and whatnot and should not be forced to take such a heavy burden. Then proceeds to say that the Yotsuba will not confirm that Tatsuya is Silver and threatens them very discretely to not pursue the issue any further.
