Pledge is truly and completely erased from Tatsuya and Miyuki. First he disables it with gatekeeper, then he erases it with gram dispersion. There is absolutely nothing stopping Tatsuya from here on out.

Active Air Mine became public domain because no author was assigned to it and thus became an "open source" project of sorts. And that is why GAU was capable of accessing it and developing it into a military weapon.

Is Tatsuya really the only one capable of realizing the true purpose of the Dion project? I would think there should be at least a few other people like Retsu who are also capable of realizing what the real plan is.

Not at all. Remember most among the 10MC don't know he's an scm, but being TS alone makes him a very valuable asset they'd lose if he went to the USNA. But this PR stunt gives them no other choice.
