He says that he meant it in a “mental way” and that physical intercourse would disturb her and would only get in the way during the ceremony.

It took a minute for these words to register with Miyuki and she immediately covered her face and tried to run away from Tatsuya. It took ten minutes for Miyuki to calm down, and now they are kneeled down facing each other.

Tatsuya said the physical way would just disturb Miyuki and get in the way of the ceremony, so does this mean that they could have done it in the physical way?

Well it is hard not to get sold on it for a magician since it is a way to free themselves from military use. However they don't have the information on Tatsuya being a SCM and as such don't realize that They are seeking to weaken Japan by getting rid of their most valuable asset. Tatsuya know this so he is quick to realize the true intentions of it but is not allowed to explain it to them.

Barriers are meant to be broken and bypassed. This is the moral of vol 23.

I'm still waiting for a better summary of that part to know exactly what happened, but I do know Erika used new magic.

Katsuto, Mayumi and Mari are thinking about the benefit for the magical community PR to have magicians used for something else then war and reduce the amount of anti-magicians sentiments (there was already students attacked in previous volumes). Tatsuya's life being used for the project isn't much, if it means avoiding a bloody conflict in Japan.

All Tatsuya sees is a project to exile powerful magicians to weaken countries that aren't NSU and USNA. Note: the USNA and NSU are already on top of the countries food chain, in that regards most people would just go "statu quo" even if they came at the same conclusion as Tatsuya.

He wouldn't have lost anyway, Katsuto had to overclock his MCA to deal damage to Tatsuya, if the fight continued how it was Katsuto would have likely burned out his MCA, while Tatsuya would be fine due to Regrowth. It would have been a battle of attrition, and Tatsuya would outlast Katsuto.
