For now, Tobio's harem consists of Sae, Natsume and Lavinia. Not really sure about Suzaku.

Plus does anyone know how powerful Tobio is in his perfected Abyss Balance Breaker? We saw him slice apart Evil Dragons & fake scale mail armors with ease. Plus Vali did say that he is the only one besides Cao Cao that forced to use Juggernaut Drive?

Actually, the Japanese culture is one of those that allows marriage between cousins. So it's perfectly fine. But again, I'm not sure if Tobio and Suzaku have that kind of relationship.

And discussions about the powers of a character doesn't belong here.

Tobio is Akeno and Suzaku's 2nd cousin besides it is fine in Japan for cousins to fall in love with each other.

It's fine in a few cultures and such. For example, the Islamic religion also allows it. And yeah, it's perfectly fine in Japan as well.

That was many volumes ago though, With EJOD & DXDL I think Vali has greatly surpassed Tobio already which is why he only views Issei as someone who can be his rival now

That's just an assumption. You do realize that Issei and Vali are basically destined rivals with them being the two Heavenly Dragons right?

I think it was mostly them saying hi to each other and Issei getting a headache from the side-effects of using DxD against Rizevim due to Suzaku's beauty and Issei being embarrassed because of the state he was in.
