Sorry if I disappoint you, but whole thing has nothing to do with mating. It's far more simple. Lumi's sword is earth-atribute, while other girls have water-attribute weapons. At least that's what dialogues state.

Well, a special edition of the first volume confirmed that there truly are four cities in the kingdom (not counting castle itself). If we assume that each city truly represents different element, then is very likely that fire and wind are truly next. After all, current city is clear water, and previous could really count as earth.

By the way when we are talking about special editions, unfortunately Okamoto just confirmed that there will be no special edition for next volume, which is now stated to be released on July 6.

If I recall there are 5 cities and the central one is the one near to castle, the first we saw. And this would be consistent with the elemens since there are even 5 elements in their culture, not just 4. They are based on Si' ling.
5 beasts, with the central one which is the golden dragon that represents the earth (then azure dragon for wood, black turtle for water, white tiger for metal and phoenix for fire).
If they consider only 4 elements than those are indeed wind (white tiger), water (azure dragon), fire (phoenix) and earth (black turtle)
