Well I have forgot to mentioned these points, but this exactly as you mentioned.
He has not be the level of Riser with his pride, but he should be more confident in his abilities. He manage to make Riasīs his girl friend and got engaged to Rias. He has ton of more women. He is a special class devil, which no other devil has this ranking beside him and Vali.

Yes it is annoying as hell. Ise is no longer a low class devil or middle class devil, but he is a special class devil.
When Riasīs and Ise become a couple, I hoped, that Ise would be mature a bit and get more prideful, that he a former human has made his master a pure-blooded high-class which Riasīs is the next head of Gremory clan . Even Rias had a problem of self-esteem with her power, because it was never enough, especially when she is surpassed from members of the peerage as Issei, Kiba and Gasper.
But even without half of iseei's achievements and popolarity, as for that her strength is only an ultimate devil class, she has not more this problem.

Very strange Issei's develop about this, when should be the first to be pride of his strenght.

You cannot compare Ise with Rias. Rias was born with large amount of demonic power and inherited the power of destruction which is OP.
Ise, Kiba and even Gasper has to to train their asses as hell to achieved their powers and classes.
Ise should be prideful, because he is the strongest Red Dragon in history. He has the potential to surpass even GR in terms of power.

Rias has done her fair share. She killed Raynare and she was the strongest in her peerage until Issei could use BxB in volume 5 but even then Rias was still very strong. Despite Issei training with Tannin and unlocking BxB, he was almost useless in the RG against Sona. He was held up by Saji the entire time amd refused to let Koneko to help only to lose because he was outsmarted. Despite that Rias still won the game by defeating Sona herself. Rias really started to show her power progression after volume 16. She developed Extinguished Star to destroy Grendel when no one in her peerage could put a dent on his defense and latter formed her Crimson Extinct Dragonar which was stronger than Issei's CxC at the time.

As for Issei's self-esteem, that does get annoying but you can't compare that to Rias. Rias has always had pride since the beginning due to her upbringing and heritage and sometimes that pride has lead her to making mistakes. Issei, for most of his life has been looked down upon so much that he's use to it. Being born with a Longinus doesn't make you feel good when you're called the weakest Sekiryuutei in history. Issei just isn't use to being praised because he's been treated as trash for so long.

Again you cannot compare Rias to Issei and to the others. I am not trying to bashing Rias and I am not comparing the power different berween two. Rias is was born with huge demonic power and the power of destruction. Rias even without Training could reached ultimate class devil with her talent alone. Yes Ise was born with Boosted Gear,but he was not aware that he had this power inside his Body. Ise was a normal guy who did not even know,that supernatural world existed. Rias was pridful from the beging,because of hertiage and power. Ise was killed ky Ryanar and was resurrected by Rias. Ise was just a normal human. But since the Story Progress Ise is treated like an underdog. And this is anoying. Ise had to go to lot of stuff. I mean he was killed twice. In this context you cannot compare Rias to Ise Gasper and Kiba.
Rias is a pure-blooded high-class devil. Ise stated as low class devil and had to climb the ranks up. I am sorry for not explaining what I meant weil.

The rating game with sone, that fight where the plot has nerfed Gremory’s team only to make Sitri team a danger for the history, when only with the rules at their favour they can do something. Especially issei was nerfed during the fight with saji, excluding the demoniac power, the shock waves of his punches were not present.

Source to say that Rias was stronger than issei CxC? Because her base was only high class, not ultimate.

If anything Sona shinned as a tactician as she outsmarted Rias in everyway. Also how was Issei nerfed? Issei needed to learn how to suppress his power and he had a countdown to enter BxB anyway.

Rias was likely at the pinnacle of high devil class at that point so adding CED would easily make her Ultimate Devil class. I just believe Rias in CED was stronger than CxC at that time.

The difference is you see people look down on Issei way more than people if ever look down on Rias. Issei is use to this. And while Issei has gotten victories, he also experienced many defeats. Also the people you named aren't the only ones who has looked down on him. There's also Xenovia, Vali, Kuroka, Cao Cao and Rizevim.

You say everyone has gotten over this except Issei but how often are they looked down upon? For example, you hardly see anyone looked down on Kiba but you see many people look down on Issei despite his reputation of being the Sekiryuutei. Gasper still has confident problems.

Plot had nothing to do? Put special rules only to limit Rias’s peerage the more possible, otherwise Issei BxB with a dragon shoot would have defeat all them easily is not nerfed? Rules seen only one time, no more in the future.

Iseei BxB could not fight at max power only for the rules, this is why Saji could fight him, as for the fact that Issei had not Ascalon during the fight, when he could easily ask a sostituite sword to Kiba.

I know that with the CED she would be ultimate class, but for issei is the same thing, but he is more powerful having more resistance, speed and without be a cannon glass.

All people that he defeat easily or now are his friends or girls. With Xenovia has been able to do an agreement and later she became a devil wanted to make sex with him. Kuroka run away from him after the BxB and successively wanted to bring him to Bed. Both Cao Cao and a Rivezim have been defeated by Him, with the first admiring him.

Issei was locked down only since the beginning, unfortunately all them have been defeated by Him, as for the fact that after the defeat of Sairaorg, normally no one saw bad him, because he was the strongest young devil. A lot of volume have passed since the beginning.

After unlocking his body which is made of Great Red's flesh Issei should now be stronger than Rias in base but I'll still wait to see how much improvement does awakening of his brings in his base strength.

those special rules were specifically chosen for that single match and never seen or heard of again, there was not even any foreshadowing of such a rule existing. that was plot at its finest

at long range issei can use his cannons and GG.

they looked down at him, he beat their asses, yet he is still thinking they are above him. by this point it has been several novels of people calling him a monster of an existence that is like joke, an entire alliance of evil gods was made to fight exclusively him. it makes no sense that he thinks lowly of himself at this point

we see that happening like what, once by his parents who thought he couldn't get a girlfriend? how is that an entire life of being looked down? even then it shouldn't affect this much since at this point everyone is either singing him praises all the time or being terrified of him. this is not humility anymore, this is straight up self-deprecation without reason.

Saurcer has said more or less what I wanted write to reply, however is not relevant the sword. Since the obtainment of Ascalon, Issei conserve it in boosted gear for every situation, even if he has not to fight devils or dragon to give him an advantage.

But casually, he knew that Ascalon would have been useful against a team of Devils, counting Saji that is a dragon, knowing even that his lines are hard to cut.
Especially in a rating game where he could not use demoniac power, a sword would have been useful, so why did not he ask to Kiba? For the plot, because Issei is enough intelligent to ask the sword during a fight against hero faction to have an advantage against holy.

Crimson blaster or Longinus smasher are nothing?

Now his perversion if even a source of power, popularity and money (dragon oppai). He was single but now has more of 15 extremely beautiful girls that provoke envy

How is it plot? It has long been stated that not every RG have the same rules. You have various RG with different set of rules. The Ball game in vol. 23 for example wasn't determined by which team is stronger but who has the most points, hence why there was no retirements and based mainly not on strength but intellect and performance. The game in volume 5 is no different as it's a game that Doesn't rely entirely on power but performance in controlling your power and intelligence, hence why Sona was praise despite her defeat. She outsmart Rias at every turn. Issei needed to learn that he can get taken down against people weaker than him by exploiting his weaknesses.

because those "no destruction" rule appeared only that one time and never again, unlike the ball game that is a complete different mode of playing rating games that special rule was added for that one time to give an unfair advantage to sona. never again that rule made an apparition and it will likely never be mentioned again, that wasn't a different mode of playing like ball game or the one where they find relics, it was a special rule used only once to limit rias team only.

yes, issei can be taken down by someone weaker when he is forced by special rules to fight on the level of the weaker guy, what a lesson. the whole game was basically crippling issei so sona team didn't get steamrolled. beating a crippled lion is not an achievement, especially when that lion still wins in the end. also sona "strategy" was bad and the praise was unjustified, she sacrificed her whole team to take down four guys, of which two were not even combatants. in the end her "plan" went well and the result was that rias still had kiba, akeno and koneko and sona was alone, how brilliant.

and so does extinguished star? he also has his casual dragon shots which are powerful enough to do the job, not to mention that his crimson blaster takes much less time than extinguished star.

you mean the reputation he claims to be proud of?

yes, issei can be taken down by someone weaker when he is forced by special rules to fight on the level of the weaker guy, what a lesson. the whole game was basically crippling issei so sona team didn't get steamrolled. beating a crippled lion is not an achievement, especially when that lion still wins in the end. also sona "strategy" was bad and the praise was unjustified, she sacrificed her whole team to take down four guys, of which two were not even combatants. in the end her "plan" went well and the result was that rias still had kiba, akeno and koneko and sona was alone, how brilliant.

and so does extinguished star? he also has his casual dragon shots which are powerful enough to do the job, not to mention that his crimson blaster takes much less time than extinguished star.

How did the rules give Sona's peerage an unfair advantage? Even with the rules, Rias peerage was still heavily favored to win. Even Azazel stated that Rias peerage had a 80% chance of winning the game so what "unfair advantage" did Sona have? Fact of the matter is Sona saw through all of Rias tactics which is how she outsmarted her. Just because those rules didn't appear again Doesn't mean anything. We never got another ball game or a dice game either.

Battles like that needs a lesson. It's about controlling his power. Also how was Issei's nerfed? Because he couldn't use dragon shots? His armor already gives him an hard defense and no one on Sona peerage could survive his punches. Only reason Saji lasted that long was because of his tenacity and refusing to give up. Also the only person Sona sacrificed was Saji because she knew he couldn't beat Issei but I would say taking out Rias strongest player at the cost of her pawn is worth it. Also why degrade of Sona took out 2 noncombatant? So you're saying taking out Asia (the life line of Rias peerage) was a stupid idea? Gasper being taken out early was also smart due to his surveillance.

I doubt his dragon shots could overcome Rias POD. Recall how Rias defeated Sona.
