Actually, it would be quite hilarious (but pointless) to license naruto for USA and then totally mess it up in such a manner. How much does it cost to license an anime anywho?

Well, don't totally count the U.S dubbers out. Because there's even exceptionally really good dubbers. Like animes from Bandai, VIZ or ADV. Because they mostly use ZRO Limit Productions, Blue Water or Westwood Studios. And not to mention that these companies hire great actors. Like favs; Scott McNeil, Kirby Morrow, Tiffany Grant etc... unlike 4Kids.
