What girls have that moe factor?
Obviously, there are many different standards of "moe-ness"... but as for me, it takes more than a cute face, little pet phrases, and funny poses to register high on the moe-meter - I prefer girls that are also capable, useful, charismatic, and creative. With that in mind, I have my personal (biased) list:
Candy White (Candy Candy): A hero to young girls everywhere; intelligent, capable, and loyal. A bit of a tomboy but has that feminine side. The ideal tsundere, perhaps? Anne Shirley (Anne of Green Gables): Bright, active, and cheerful. Candy's heir apparent. Heidi (Girl of the Alps): Candy's predecessor? Yet another influential young girl. Meg, Jo, Beth, Amy (Little Women): Hard to choose just one. Loved their approach to life. |

Asuka for the Tsundere and Red head factors.

Al Azif, no question. She just has about every deciding factor. They are (for me) design, behaviour and (when available) voice. Actually, most of the grimoires in Demonbane match my preferences pretty good. Guess I have a thing for Niθ's design.
Others (a good shared second place) would be Haduki (Tsukuyomi), Rebecca Miyamoto (PPD) and I also have something for evil lolis like Yuka (GSS) and Ibuki (Happiness!) Spoiler for Images:

Miyuki Rokujou from Strawberry Panic. Eh, can't really say why... I just want to hug her everytime Shizuma is mean. And I think she cuter than all the other SutoPani girls.
(Especially the "only a joke" scene in episode 21.. moemoesu~) Tamao-chan also ranks quite high. Tsuruya-san from SHNY~ she's just hilarious, and meidoo~ Alicia Florence from ARIA. I just love her onee-sama attitude. And I love "Ara, ara~"! Therefor I also feel very moe~ for Shizuru Fujino from Mai-HiME. I mean, if you see her blush.. Aww. Yuki Nagato from SHNY, because of that infamous scene in the novel.. 99% tsun, 1% dere = kills. Miyo(ko) Takano from Higurashi no Naku Koro Ni - without words. I also feel very moe for the other Higurashi-girls (Rika-chan, Satoko-chan, Shi-chan, Rena~ and Mi-chan.) Ahh, I forgot about Kawasumi Mai from Kanon! Blue-haired moe? Yes, very colourful post. Why, of course. I have a nice....big.. list.. which I'll edit in when I'm bored. Moe is the feeling you get, that makes you wanna hug them and comfort them etc though. Usually capable girls aren't seen as Moe right off the bat, but rather through their actions/emotions which shows that they too need comfort and warmth. |

For me, some super-moe characters are Petoko in Petopeto-san, Ichika in Uta~Kata, Nana-chan in Bokura ga Ita, Ana in Ichigo Mashimaro, Ayu and Nayuki in Kanon, Misuzu in Air, Yurie in Kamichu, Mikuru in SHnY.... None of the contestants remaining in the SaiMoe tournament do it for me: no-one from Nanoha, no-one from F/SN, no-one from Rozen Maiden. And I don't see any reason to limit the term to girls. I can see the argument for Mizuho in Otome wa Boku ni Koi Shiteru. And maybe Mamoru-kun is moe to Ayako. Jun is really attractive in Happiness, but I'm not sure if s/he's moe. Hazumu in Kashimashi has really become a girl, but even if you thought of him/her as a boy, s/he would still be moe.
