The ANBU is formed either by Chuunins and Jounins.
When Itachi became ANBU captain at the age of 13, he was still a Chuunin.

Also, the 4 Sounds aren't even fight specialists. Like they said once, they're specialized in sealing and barrier techniques, like Kamui-san said.

No, they don't. Give any proof in the manga that ANBU takes care of S-class criminals. You're inventing things.

They went after him because protection of the Hokage is there number one concern at the moment while the rest of the jounins and other nins should be worried about protecting the village.

THE ANBU ARE NOT ABOVE JOUNIN LEVEL. ANBU is not even a military rank. It's a special army of selected Chuunin and Jounins in charge of the Village protection and espionage.

He wanted to clean his own mess), and the 4 Sounds would attack them if the wall was undone. Anyways, the Purple Energy Barrier was there, so there's no point in asking "... if it wasn't there".

If I'm a detective working under the police, do you think I'll only chase after murderes and robbers? No. I'll also investigate the case, look for proofs, take them to prison, and eat donuts. You think Jounin are in charge of one thing, Hokage is in charge of one thing. Even in real life people do multiple things
