I figured it was something like that. But why is 704x396 (and 704x400) preferred over widescreen 480p (848x480)?

What is preferred is anamorphic 480p I'd say.

from what I know there's no AR information on air broadcast, hence 16:9,704x396 broadcasted in 4:3 with black bars.
(need confirmation because I think I'm wrong - at least this is what happened on some PVs in dvd)

There is AR information in TV streams. A lot of anime is broadcast in 1440x1080 to be resized to 1920x1080 on playback (almost every hd transport stream I've worked with).

I don't think the broadcast medium matters in this case, but a capper would know more about that.

Because 848x480 technically slightly upscaled from the native DVD resolution.

It's 2 different philosophies: Do you waste bits encoding an upscale or do you lose some detail?

Of course with modern codecs the slight upscale probably doesn't waste much bitrate anyway, but these sorts of conventions were set back in the days of mpeg-2.
