First off, OT2 revealed the Dragon long before Railgun was a concept. Second, the volume not being as important doesn't subtract from the fact that the volume shows Touma feeling the effects of his memory loss and struggling to keep up the facade that he knows everyone. I don't get why you had to take a jab at the volume when it was completely irrelevant to the topic at hand?

Various other volumes show Touma's struggles with the effects of his memory loss and its a driving point for his character in OT, especially some of the volumes which Index III will be adapting.

well considering a lot of time has passed since railgun 2 and the movie, it would have happened sooner or later with Index 3, Railgun 3, and Accelerator 1.
