Maybe my top new sports series of the year. Good manga, excellent staff (including Ginga e Kickoff director) at MAPPA, and I think it's always great to have actual kids playing kids (which is why it's a shame it almost never happens).

That's because most kids suck at voice acting. Finding good ones is either a gamble or the result of a casting that may or may not be worth all the effort when there are dozens of adult seiyuu with more experience who could do the job. It's a bit like the old joke about noh, by the time an actor is experienced enough to play a blushing maiden role he's already an old man.
Plus, dealing with kids is a pain, you have to schedule around school, extracurricular activities, the parents' jobs if the kid needs to be driven around, you have to schedule extra time, etc... if they need to sign some kind of agreement you have to get the parents to sign the related forms as well... sometimes you have to call school directors who think the kid is lying about voice acting and just wants to get out of school... (<- personal experience ) |

Kids don't suck at voice acting - there are scads of good performances out there in anime. Yeah it's mostly movies, but there are plenty of good ones in TV too - Moribito, Kurenai, Eureka Seven AO as examples. And you get authenticity with kids you just don't get with adults putting on a kiddy voice.
The issue, rather, is one of money - it costs extra, for the reasons you mentioned and more. It means more work, more rules to follow. That's why it happens more often with movies, and when TV studios do it it's often glamor houses like Production I.G. and Bones. It's also, though, because TV anime is often about delivering the expected, and often the big-name seiyuu are a major part of the marketing strategy - why hire an actual kid when you can slap Kaji Yuuki or KanaHana's name all over the publicity materials? But I don't want to imagine Usagi Drop with two 25 year-old women playing Rin and Kouki.
