Everyone has different opinion about seiyuu's singing quality. While i think some can sing pretty well, I think the majority of them are not that good at it and most of the time the songs that they are singing for animes/games (image/character songs) are just for "fanservice" towards the characters.

I have heard plenty of (IMO) bad image/character songs and the ones that are good are usually sung by seiyuu's who are signed under a record label

Funny thing is that I noticed, that quality of songs usually depends not from VA vocal talents, but instead varies from franchise to franchise. For example, Kosugi Juurota is a great singer, but his song from Shuffle! gave me an ear-bleeding, despite him being my favorite VA. Same goes for a few Megumi Hayashibara or Houko Kuwashima songs.

For seiyuu's who are able to sing, there can several reasons why some songs were "horrible". Like one reason that i can easily think of is that some songs are sung "in character".

Also i still believe that singing still not a prerequisite of being a seiyuu, but rather their voice acting quality and more recently the good looks of a seiyuu also has become an important factor

Come to think of it though, I am starting to believe in the "curse" (or blessing) of Strike Witches since any seiyuu involved in the anime would get married at some point. And she played Lucchini.
